STRUCTURE AND ORGANIZATION
The National Representative Congress, the highest VCA decision-maker is organised every five years.
The Congress selects the Central Executive Committee who is responsible for conducting the VCA Congress. The Committee is held semi-annually. The Central Executive Committee of the Second Congress currently has 99 member representatives from ministries, agencies, socio-political organizations, professional associations, departments and affiliated members of the Vietnam Cooperative Alliance, provincial and municipal cooperative alliances and cooperatives of all sectors.
The Standing Committee elected by the Central Executive Committee conducts the VCA Congress. The current Standing Committee includes the President, Vice Presidents and Committee members as follows:

- Mr. Nguyen The Quang: Vice-Chairman of Hanoi People’s Committee.

In accordance with Article 49 of the Cooperative Law, the Vietnam Cooperative Alliance is organized at the Central and Provincial levels. The apparatus of Provincial and Central Cooperative Alliances are the same, that is: Provincial Representative Congress selects the Executive Committee and the Standing Committee responsible for conducting the Provincial Cooperative Alliance Congress. Under the Provincial Cooperative Alliance are affiliated organizations, namely Consulting and Support Centers, Educational Institutes and Vocational Training Schools.
The first National Representative Congress of cooperatives, held on 30th October 1993 approved the renaming of the Central Council of Non-state Enterprises of Vietnam into the “Central Council of Vietnam Cooperative Alliance”, an organization which supported, represented and protected the rights of cooperatives in the areas of small handicraft industry, transport, trade, service, and construction.
The second National Congress of Cooperatives was organized in Hanoi from 20-21st January 2000 under the theme “Cooperation, renovation and development”. The congress adopted the renaming of the Central Council of Vietnamese Cooperative Alliance into the “Vietnam Cooperative Alliance” and its Regulations which had been previously ratified under Decision 127/ QD-TTg dated 17th November 2000 by the Prime Minister. Under the Charter, the Alliance is responsible for representing and protecting the rights of cooperatives of all types and forms throughout the country.
Presently, The Vietnam Cooperative Alliance (VCA) has become an extensively organized system with a wide network from Central level to 61 provinces and cities in Vietnam. In the global forum, VCA is an official member of two international organizations: the International Cooperative Alliance (ICA) and the World Association of Small and Medium-scaled Enterprises (WASME), and represents Vietnamese Employers in the International Labor Organization (ILO). VCA has established cooperative relations with other international and regional cooperative federations and jointly exchanged information with over 300 international and non-governmental organizations. |
